Petelgeuse didn´t need Emilia alive and maybe the witch could still get into her dead body and be reborn as Satella and Emilia no longer exist? But we can´t trust what Petelguese believed either. IDK But I´m almost sure they changed their hair accessories so we can tell if it is Emilia or Satella.
