The book introduces Villa, they have a way of leaving men near them dumbstruck. They were at the Quidditch World Cup and the Beaux Batons brought some with them to Hogwarts. Fleur Delacour is only half Villa so she doesn't have the full effect. But that's why Ron was acting the way he did when he had asked her to the ball.

If you haven't read the books then the movies are enjoyable and amazing, but you are left with a lot of questions that are only answered in the books. Or by people who have read the books.
