Don’t buy it. Someone invented something they termed excitation time and applied it to a situation that was just as concocted to create what seems like a conundrum. I invoke (paraphrased) something written by Isaac Asimov long ago. The riddle: “There’s a town with only one barber who shaves every man who does not shave himself. So, who shaves the barber?” Whereas some try to view something like this as some deep paradox, others rightfully dismiss it as a poorly conceived, contrived situation that means nothing and deserves only to be ignored.

Not that anyone should care ... but in my opinion, the problem is one of over-idealization in model building: If one would account for other (mostly random) forces, the problem of multiple solutions would never arise in any real physical system; it would still be an indeterministic description (due to the randomness of the forces) but it wouldn't be indeterministic because of some mathematical problem.
