I can think of rare cases when declining to answer rather than lie is not enough. Because declining to answer can to some extent be an answer. For example if the president has launched a military operation that must be kept secret for now while it is in play, like the rescue of a POW. If reporters have previously asked whether a rescue was underway, and the administration could say no, then when they start saying I can't answer that, it would make clear that the rescue was underway. So, in very limited circumstances, I think it would be ethically appropriate for the administration to outright lie.

My understanding is a pardon can't be given until 5 years after the sentence so the panel can't consider Trump or anyone else for at least 5 years.

Thank you. Though I wonder if they would just appoint always trumpers and do a big wink at a camera. In Illinois the Governor has the power to pardon anyone guilty of a state crime. My fault thinking that was ubiquitous.

Correction! The Georgia governor CANNOT pardon anyone! "That power belongs to the State Board of Paroles and Pardons. The restrictive system dates to the 1940s when then-governor Ed Rivers was accused of selling pardons to people in prison." Now the board is a 5-person panel appointed by the governor, but they dont take direction from the governor.
