The way you should see it is that if someone had the same ability to see the future then they can act accordingly and thus change that future. That means that it becomes very difficult for an organisation who tried to have monopoly on Divination to be able to function when they're no longer the only ones who can plot the path they want for the world. What Atticus is doing is constantly adjusting his plans as he notices new things or tries to improve circumstsnces making any future they see or plan for incredibly difficult to do. They know that Illos exists and they know what is coming in terms of the influence Illos will have so they're reacting by having as many powerful allies as they can muster.
