The Oberons had Outlaw Shark Link-11 back in the late 80's, for example. That's about all the details I can give, as some things are still sensitive 30 years later. The Signaal bid would have provided the absolute minimum we could have lived with, but nowhere near what was actually desired. Comparable to a 688 around the year 2000, and what was really needed was quite a bit more than that. The Collins system provided some, but nowhere near all, of that., as of 2010.

The final proposal was a marginal improvement on the Oberon capabilities, but with some ability for growth, and greater maintainability. It was like extracting teeth to get the required capabilities though.
