I'll explain the time line from what the game has already revealed. Ciel (real name Elesia) was born in France in 1976. She became Roa's host when she was 16, so in 1992. She was killed by Arcueid eight years ago, and this game is set in 2000, so she was first killed in 1992, so she was Roa's host less than a year. And since she stopped aging when she first died, she has the body of a 16 year old but is actually 24.

Ciel is just an alias, as Roa called her by her real name when he was torturing her in the tea ceremony room. She confirmed in this part that her glasses aren't even doing anything it's just part of her disguise but "Ciel-Senpai," he highschool character she invented to tack down Road wears glasses.
