Sooooo I'm gonna go with !Answer C. I think the defendant did nothing to take the jurisdiction of the plaintiff's state up, and they naturally took up the jurisdiction of the state they committed the crime in. So comes down to if their own state could prosecute. I could see it going either way but I'm guessing that a state generally doesn't have jurisdiction to police conduct their residents do in other states. Seems like that state should have that right.

One cannot just walk into Mordor, so I think C is the proper answer. Since the offense happened there it must be solved in Jerry Judge's court of Isengard.

Seems like the one person who read my "Thor ends up in Middle Earth during the war of the ring" fanfic wrote a bar exam question... odd conflux but i will allow it...

Patty is from Asgard. When she got the invite to Isengard, she could not have known that the "pool" would be a steaming, wreaking hole in the ground filled with brackish water and that they wouldn't be eating anything except moldy bread for three stinking days. But she might have known goblins from Mordor would be there, since news of Saruman's treachery was so shocking there can't be a place in any universe where it wasn't spoken of.
As to the proper venue, Isengard is the logical answer since the alleged assault took place in the former fortress of Gondor. The only other possibility, however, is not Mordor, but Asgard. Since the godess Patty is bringing the suit, she could bring it in her home state, if Debby the Orc had a certain threshold of contact with Asgard. There is no mention of that in the question and I think it's safe to say no orc has ever crossed the Bifröst into Asgard. Moreover, there is no option of both Isengard and Asgard. I think option D is a distraction, which means the only correct anser is C, The State of Isengard Only.

I don’t have much idea about this jurisdictional issue but I appreciate Thomas calling out the multiple worlds issue, both because I was thinking it and because it reminds me of the closest thing to the bar I’ve ever done, the mid-2000s Magic: the Gathering judge exam. That had a wonderful option on a lot of questions “this can’t happen as described” for cases where some other rule had been violated. So I’m agreeing with E. This can’t happen as described, Mordor and Isengard don’t share a world with Asgard, let alone a jurisdictional agreement.
