The brain-scrambling broadcast affects everyone who isn't wearing a protective helmet. It's got nothing to do with if you're a meta or not: Everyone with a brain can be affected.

I had the impression that while she was thought of as a Meta, she was in fact not, but an actual Witch/Sorceress (Magic is Real). In an analogy, her golems are not affected by electromagnetic pulses like robots would be.

Then moving in with power suits to both shield against the same disorientation and bolster one's one strength. But with Max watching via the live feed, the rest of the Savage Angels and Ollie's crew are likely to be mobilized regardless of the political debacle. And seeing Laura getting power-punched like that, Max is likely to "Damn the Political Consequences" and subject those bastiches to a series of tortures that would be banned by the Geneva Convention!! ;-3
