I'm pretty sure the language was Cantonese, which would make it a pre-reunification Hong Kong video. I lived in Guangzhou for a while, where they speak Cantonese as well, but it's a few years ago now, and I have had no opportunity to practice, so I completely lost all the Cantonese I knew.

The only thing Wheel of the Worst Episode 9: Special Edition was missing was an annoying and vaguely racist CGI character also reviewing the film alongside everyone else. Well done!
