News and changes to supporters tiers and goals

Hello everyone, 

I'm currently working on some large filter (generation) updates, that will hopefully:

- Increase filter update speed and allow auto-updating

- Improve tierlists accuracy and some cool features

However, I wanted to take the time to communicate some changes to the reward tiers and stretch goals, that have been on my mind since quite a while.

First of all:

All "Filter-Insights" posts will now be public. I've always felt bad hiding them behind a certain reward tier, as they're really good for the community and often can answer questions. At most they'll be private for 3 days, but will go public afterwards.

Then there's certain changes to the tiers:

- Wisdom supporters will in general see more things, because of the change above

- Transmutation tier supporters received an additional benefit - they can join our PoE guild at any time if they wish. Hit me up on discord if you want.

- Chaos Supporters have been renamed to Regal Supporters and will receive a major perk in the future. The ability to act as a jury on the community screen that will go live this year and is one of my larger FilterBlade undertakings. Others tiers will potentially also receive new perks. I really want to give you guys something back for your support!

- There's a new Exalted Orb tier with an exclusive reward.

The stretched goals have been remade. 

The 250$ goal has been changed and I've set several appointments each month to deliver some interesting content

The 500$ and up goals have been defined. These goals require significant amount of development and maintenance resources (time and money both).
