2.1.3 Alpha #2: Energy System

Warning, this version have mobgriefing enable and config for destruction is broken at the moment.All Shifters have been moved to the new scale attribute, they all work with macros and the new energy system (All values are subject to change) It's time to prepare everything for the upcoming bug hunt, I'm going to check if I reopen the testing channel.
