It could be that secondary infected ability to infect others is diminished greatly so that while they can infect others the success rate of infection is extremely low even when the individual is directly exposed to the secondary infected. Where those infected by secondary infected have an even more diminished ability to infect others. Which could be a failsafe to stop the infection from getting out of control.
