I'm frustrated with the color difference between my Cintiq and my other devices, on all of them my work looks dull and off, while on my tablet it looks colorful and juicy, damn. In her hair there are like 5 different types of blue, but here I only see a shade of faint blue ...

I have the same issue, everything is so pretty on my xp-pen, but anywhere else it looks so gray.. don't know where's the problem. But your piece looks fantastic, and pretty saturated, so don't worry.

So my screen is not perfect but has a realy good calibration atm and let me tell you ... damn that hair is colorful! I like it :-) I dont know your other devices but sounds like they got a bad panel or maybe are wrong calibrated. Brightness, contrast, gamma, panel type - it all plays into it (im sure you know that). <3

same thoughts like how pictures look over saturated on many androids but dull on the iphone which is supposed to be more natural

May I recommend a professional colour calibrator? They can be had on Amazon etc and basically completely automatically calibrate your display, if it’s a decent display even directly at the monitor level. It can only do so much but helps quite a bit! Lmk if you need help with that.
