2023-09-05 05:08:07 +0000 UTCYes, but be aware that users with android 9 (API 28) or less won't be able to install your app. Minimum SDK is the lowest android version your app is compatible with. Target SDK version is the version your app is compiled against, so your userbase is those versions between your minimum and your target SDK.
