To start a new world Both fairy heart magic energy enough to do that and rift in time ( nothingness ) was required. You guys remember how Ultear magic changed a non living's concept of time but to change world's time, she sacrificed for 1 min. Zeref magic have the same concept only he has fairy heart. The rift in time is not time magic, energy or time manipulation itself. Once Acnologia touched it, it got closed from the other side.
