Im sorry, but her father was the biggest hinderance! He lied to the trolls and said he would help her learn to control it, but they get back home and immediately shuts her away (Anna and the audience blame Elsa for the decision made by their father) and teaches her to be ashamed and afraid of her powers rather than embrace and control them!
