Tbh it would be a smart move to gift Trev the Dark Forrest as land for beeing a noble. If its fully under the kingdoms controll at least. It would stop any advance in the forrest without his permission so Sylverith would be appeased and if he 'needs' to build anything there i am sure she dosnt mind one building with some land around at the edge of the forrest. So dragon is happy, Trev has land and can be an 'official' nobel but still can do what he wants beause he dosnt need to take care of it. Also it makes anything to do with the seed part of his house and as such can be punished as if stealing from a noble (if you survive that anyway xD)
