Mayor was unhinged, but the way you deduced that 14 was evil was correct, and by that logic that's why he got hung. Almost wish 1 and 14 saw this video so they could understand rather than just say "yeah he was cheating" especially since 1 basically outed himself right after 14 was lynched.
