That is the unrealistic part that's funny. Dr. Tenma is probably 1 of 30 Japanese males in their 40s in West Germany. Germans are notorious snitches he wouldn't last a day, you can't last a day in Germany for non-criminal offenses that lead to a 40€ fine.

Which is why I need to point out that THERE ARE NO FILLER EPISODES IN MONSTER. Every character and storyline presented in these episodes embodies in one way or another the central theme of the show, which is the struggle between good and evil within each person. Though you will probably realize all of this by yourselves, I still feel the need to point out that there is no actual filler in the show if you mind it's themes.
