Hi everyone.
Latest Minecraft update (v1.19.60) and newer betas have been causing torches and lanterns to emit wrong colors of light.
This pack almost fixes the issue, example images below show the problem on the right side, and the left side shows it with White Light Fix patch activated.

Now if you want to know why this patch isn't completely fixing the bug, continue reading.
Most torches and lanterns have hardcoded values for their point lights, that means they can not be modified & it is impossible to make the white light completely go away or be replaced with a different color, however this patch counters the issue by making torches and lanterns emit a lot of light with correct color.
A small area around the torch will still show the bug, but the surroundings will be filled with the correct color of light.
Fun fact: Soul torches and lanterns used to emit red light for almost two years, later Mojang changed it to a whitish color (perhaps unintentionally, similar to the current bug) & it is likely going to remain that way for the foreseeable future, these kind of issues come and (sometimes) go with Minecraft updates, and their workarounds are not perfect, you probably won't need to use this patch anymore after a few months, or a year, it can take quite some time for Mojang to fully fix bugs related to Minecraft RTX, so in the meantime, this patch will save you from the much-dreaded white torches.
Post Update:
White Light Fix v2:
A new version is out which contains fix for colored torches (in Education Edition) and redstone torch.
⚠️ Another Workaround:
The values for color of torches can be edited in game files to solve this issue.
Though this requires user to edit files within the game and can not be done through a resource pack. The image below showcases the fix.

Redstone torch was intentionally set to a pink color as a test, you can choose any color.
This workaround still is not the optimal solution the this bug, it will not fix soul torches and will cause soul lanterns to emit the same color of light as regular lanterns, so I would recommend that you only change minecraft:torch color.

A text file is attached below which contains instructions on how to edit or replace this file with another to solve this issue.
Post Update #2:
Minecraft Beta 1.19.80.20 partially fixes this issue for all torches except:
Underwater torch & Soul torch.
Although this bug is almost fixed, I have decided to keep this post, as it contains useful information on this bug.
There's now a v3 of the pack, which only includes the fix for soul and underwater torches and doesn't interfere with other light sources that are already fixed, if you're using Minecraft version v1.19.80.20 or higher, download and use White-Light-Fix-v3.mcpack
