Do you prefer clothed wedgies, or would you rather have the victim in nothing but her undies and why? What about a middle point, where the victim isn't fully dressed but not naked?

I prefer partially clothed because there is still some enjoyment in the revealing process that is partially lost if they aren't wearing something over it.

People who prefer complete dominance will likely just have them in there undergrad. But then again there is no greater humiliation to be stripped of your clothes after trying so hard to put your pants one due to your massive ass lol
