There are indications Ambessa has been hiding some of the things she does from her, like this interrogation and also the Hextech experiment that blows up that scientist If you watch both scenes closely, you'll see that there are no enforcers present at all, only Noxians, which I think is our hint that it's happening behind Caitlyn's back
