Yeah, if you think back to episode 1, the council's original plan to catch Jinx was to send in hundreds of soldiers, guns blazing and getting who knows how many people hurt or killed, so Vi told Caitlyn they needed to prevent that somehow The how? A new plan where 5 people move stealthily around the city using Vi's knowledge of the area and then basically throwing tear gas grenades into each building they're about to search for Jinx or Silco's lieutenants in order to quickly incapacitate and arrest the mobsters inside I kinda get it as sort of "lesser of two evils" thing, but still, oof! Even against these guys who are clearly no good, chemical warfare is hard to justify
