It doesn't matter how much or how many people are cutting waves or water. Percy can instantly, literally in an instant, reconnect with the cut wave and reform it. Not to mention he has the full might of the ocean at his neck and call. It doesn't matter what devil fruit or Haki the opponent has, there's nothing they can do against a trillion gallon of sea water crashing into them. I think only Aokiji can survive that by freezing it all, but then Percy can simply break it down to water and keep on

Once they know his trick Haki may make a different, but considering the sheer different in physical capabilities, unless somehow Percy can infuse a very large area of the sea with his will continuosly, could be easier due to his blood, it would take less than a sec for someone like Doffy or Mihawk to bypass that. And Zoro did cut water.
