Does this kind of traditional costume count as Cosplay?

BTW, I learned a new word today: COSER, it means COSPLAYER in chinese cosplay community.
I will unblur this image if she agrees to film for me.
** She just told me that she got these photos from another agent, so maybe I need to give her more time.
