Nice question, I think that the reason, that you can sense in the whole plot, is that Tora doesn't really love himself just because no one ever done it in his life enough to make him think that he deserve anything that a sort of rat life. You can really understand how he hates his way to live and the fact that he lives like that is a sort of self punishment, just like smoking. Anyone who cares a bit about him tell him to quit for his sake but he just doesn't care about himself.

I believe his live is so uncertain that he doesn't make any effort about build a home... is more like just a room... I believe he is saving money because I believe he plans to leave the mafia... But it is just a theory that I can not explain without spoilers... so I don't know if it is the place to talk about...

Idk if someone’s already talked about this cause I haven’t had a chance to read all the comments but why is Tora’s apartment so meh cause we know Tora gets paid pretty well he has a nice car we’ve seen him hand poppy just a whole wad of cash he pays for two steaks at that fancy restaurant and then just gives them to Guyu and immediately afterwards orders a bunch of sushi at the other place. So clearly he has enough money to have a nice apartment or atleast nicer than that one so why doesn’t he?
