Just because Zuko had a major development doesn't mean that he was the show's villain in season 1 then the main villain was Azula which is for sure the best villain out of ATLA and TLOK and in book 3 there was Ozai not so much as a villain but more of a an obstacle to finish Aang's growth as a person and avatar.

Korra goes through so much in such a short period of time its wild, all of S1-3 take place in less than 2 years. I'm sure someone said already but S3 and S4 were commissioned at the same time, so for the first time the crew knew 100% they were coming back and could have a more open ending.
