Allows you to extract the raw .bin file from the Radtel firmware update tool. These extracted bin files can be flashed to the radio using my flashing tools available here.

It doesn't "allow" anything, it's an extractor. Radtel release firmware updates as executables, this tool extracts the firmware image (bin file) from the executable. My flashing tool writes bin files, be they custom firmware or stock firmware, to the radio. The order and sequence of these is irrelevant.
