Each drink consumed gives an intense level of euphoria to the drinker, and a temporary eyeful of boobs to everyone else. The extract's ban is related to it's refined state that offers a more permanent boost and has been primarily used on the unwilling by seedier groups.
"I think you're done; you won't be able to lift yourself at this rate, and security won't have a hard time figuring out what exactly you were drinking" the tender informs the patron. Angrily the patron whips her glass up to give a drunken bicep flex. Pointing the patron, "You're gonna be done if you don't bring me another one."
She returns to her drink as her breasts continue to expand over the bar counter.
