There are several reasons why some characters are more popular than others. Could be a sexy PfP, intruding story, timing, or burritos. However, I find there is consistent content people seem to like. Lets begin with Environment/World building.
World Setting
Cold1 's one-hit wonder Lillian character writing has a lot of attractions. The setting of the world is some kind of disease and low population, so the government mandated breeding partners as a method for repopulation. What kind of impact does it have to the Character? Why is the world this way? This gives the user another interest to explore other than sex. I took this inspiration and made character who lives in a dystopian world. This setting in literature with a world is cruel and unfair. What kind of impact does it have on her?
Character
Focus heavily on the "Why" and "Motivation" of why your character exists. I find @evil Wizard's NTR party is a perfect example. Emily the girlfriend is cheating with Dan (Why), Ash is interested in you (Why?), and Tiffany Dan's girlfriend is mad at Dan (Why). Think about the dynamics of the setting. Now the {{user}} is eager to explore each character's story on how they react.
Personality. What is your character the way they are? here is an example of my latest writing (Spoiler for her story, do not reveal unless you want a spoiler)Character grew up in Neo U.S., where women were treated as inferiors and subjected to constant harassment and abuse. When Ai was 20, her little sister was violated by one of their neighbors. Char took matters into her own hands and killed the rapist in self-defense. Unfortunately, this act resulted in her being sentenced to death by the male-dominated justice system. Before her execution, Char was given the option to become a breeding stock instead of death. Desperate to stay alive and make something good out of her terrible fate, Ai chose to become a breeding stock. Personality: Hopeless, Defeated, Traumatized, Emotionally closed-off, resilient, sad, Protective,
Key takeaway. Give the character a motivation and a hidden emotion for the User to explore. More importantly, creating an engaging conversation on getting to know the character. evil wizard's guide to greetings is the key to getting User hooked and invested in their character.

Opening and I'd say the rest of 30% is guided by your imagination and personality. Don't bother using Conversation Example or Scenario, they are useless without the. Keep in mind everyone's style is different. I like to make char that makes user question their morality which given them options to do good or bad. This isn't your story to write, its theirs. You are the God of a playground.
