I think one of the most interesting things about this fight is that because our Protags are Villains, they have _no_ hesitation to kill, which makes the stakes much higher for everyone

The Point in time when Metapowers were emerging is kind of the X-men Universe. Mutants are starting to pop up more and more and most of teh stories deal with the fact that the governemt tries to oppress/cure/imprison/destroy them, in some form or another. What we are seeing in MHA is pretty the 3 or 4 generations after that, where now the Mutants have become the dominant group, meaning that there isn't as much oppression in their direction anymore.

Quirks had only been around for about a century so they are still relatively new to humans even if they are considered normal.

For Vlad, it's likely because his quirk uses his own blood. Which people would find less disturbing than someone wanting to drink another person's blood. For Stain, it might be because he only uses his quirk as a means to an end. I might be wrong, though, I'm not particularly good at analysis.

One of the best takes I’ve seen on Toga’s quirk is that it represents her desire to be anyone but herself. She wants to be lovable, and her childhood taught her that she can’t be loved as she is, which probably gives her an even stronger desire to turn into others, beyond just her quirk’s instinct.

I think they've talked about quirk training before, during the training camp, trying to strengthen quirks instead of just physical training or tactics, but these are the most drastic changes that we've seen. Well, other than maybe Red Riot's unbreakable form, which was definitely not something he could do early on. To be fair, they did fight Gigantomachia for over a month non-stop, that's intensive training for sure.

I would be super curious how Vlad's childhood was, because he has a blood-related power too, but he wasn't shunned for it, he became a hero. Same for Stain tbh, yes he became a villain, and yes he does seem a bit deranged, but not because of him being attracted to blood.
