The city stage is associated with the Wing Gundam and Wing Gundam Zero, the titular gundams of the Gundam Wing anime. You’re pretty much spot on your impressions other than the city is in a space colony so no open sky. You’ll typically hear this close to the start of a play-through. Tower on the other hand plays at the end of the game of the game when you fight Gundam Epyon. Ironically, while the song gave you a sense of ascending the tower, the stage takes place on a lift that is descending the tower.
