You need to say which 3 spells you prepare, and at what level. If no spell goes off, the lowest level one is removed. This is indeed intended to work with cantrips, as holding spells in D&D is not very good usually.

For the Waiting Game ability - Do we need to declare what level of each spell we are holding? And for held spells that don't get used - is a spell slot is used up? If different levels of spells are being held, which one gets spent if no spell goes off? Highest level of the spells being held? Or would we get to choose which spell slot was used if no spell ended up being cast? For example, I hold a 5th level fireball, a 2nd level charm person and a cantrip prestidigitation. If my turn is about to start and I haven't release any of the held spell yet, can I just cast the cantrip so no slot gets used up?
