Dont think you noticed but it was strongly implied this episode that the lycoris may not really have a choice in doing their job as they are taken as orphans and then trained for their entire life to do this and I have a feeling that Chisato was to good at her job and probably killed untold numbers of criminals before eventually she just had enough and started a more pacifistic way of life (behind her cheery personality its shown shes extremely competent always having a full grasp of whatever situation shes in and as they said shes famous for singlehandedly stopping a terrorist attack. Shes also probably somewhat bitter that whatever happens is covered up to be something good and probably lost a lot of comrades only for them to be masked over as heroic sacrifices)
