Jellico wasn't bad so much as different, with literally no time to actually implement his wanted changes. As he expressed more than once, to I think both Troi and Picard, he wished he could give everyone a break, but he doesn't have the luxury or time to do so.

It comes up in another show too later outside of a combat scenario and the character sold it as allowing more downtime, but you’re probably more accurate for this episode’s context

I think the point of the switch was to communicate the nature of the change in the ship. A four shift rotation is a combat rotation. It makes sure you have the maximum number of people awake and potentially available for duty at a time because you are stagger sleep schedules.

But there is a debate among fans, writers and fictionally, within the UFP itself, as to whether the Enterprise is a warship or a flying hotel for diplomats. I think being far out in space with all the same people for years and not much crew rotation means that they would get too comfortable and become a family, which is sometimes not what the strategic situation demands.

I love how when Jellico arrives, you realise this is probably how a starship should be run 😅 and that by comparison the Enterprise seems like this super chill cruise most of the time

So many fun facts. A lot t of the changes Jellico makes: getting rid of the fish, having Troi wear a standard uniform, are things the cast wanted. Next episode, though, best of the series.
