I have not read the light novels or manga. This explanation is from rewatching the series many times: Subaru declaired himself a knight in the royal selection, then insulted all knights, in front of the assembled nobility and possible future queens. That put his life in danger, any of the knights could have challenged him to a duel to the death at that point. Julius challenging him, then beating him nearly to death saved Subaru's life as it made the knights feel Subaru had been taught a lesson. What looked like Julius being a bully was actually him rescuing Subaru from the bad situation he had created for himself.
