Water Brushes

Like all such brushes you'll still need to do some actual work. I recommend starting with dark base, then using the wave brushes on a separate layer above. Lock the opacity of the waves and paint a gradient on them that's lighter at the top. The reason this looks correct has to do with the Fresnel effect, I'm pretty sure (see diagram).
After that maybe do some little details and extra highlights using the other included brushes.
