This is actually because he is the substitute while the Yhwach sleeps, taking on the epithet of “Mask of Ruler (支し配はい者しゃの仮か面めん)” in his stead. In order to be closer to Yhwach's behavior, he is much more emotional and blunt than usual. Perhaps you remember the deleted "kabedon" scene between Jugram and Ishida from Cour 2. In that scene of the original manga, he was actually very direct in expressing his dissatisfaction, because Ishida was shocked by the facts of Yhwach.
