The animated show Rebels covers another perspective, but even with the two shows, they just can't/don't cover the absolute breadth of things going on leading up to the Rebel Alliance being formed. The faction Luthen went to meet was Saw Gerrera's "Partisans". The character appears in several star wars TV/Animated shows and in Rogue One. Mostly played/voiced by Forest Whitaker (who's up for an Emmy this year for Outstanding Guest Star for Andor S2). He's an extremist with a fairly sad story.
