Perhaps you felt you didn't like it - not only the subject matter - but also that there wasn't a resolution to a crime. This was a set up episode of a bigger story. And the causes of death in this were unsatisfactory. First death - suicide. Second death - an underage girl in the wrong place and misidentified. Third death - simply the removal of a pawn on the board. The bad guy(s) are a global criminal cartel with ties to much higher in the US government who apparently have a lot of power themselves. The topics in this aren't neat/clean/easy ones: trans, don't ask don't tell, pedophilia, untouchables to get dirtier jobs "done", the ugly side of third world countries and looking the other way, etc. It was unsatisfactory because there wasn't a true ending. The bad guy we focused on was killed by the bigger bad. Now Gibbs and team have this bigger bad to take down and it won't be easy because we don't know who it is and there are active US forces seemingly working against their efforts.

I felt like for this episode it was a good way of showing that unfortunately the ncis team doesn't always succeed and that they will come up against forces that they either overplay their hand with or get absolutely raked over the coals by. I feel like I wish they'd spent more time on the subterfuge of it all but I also realise that odds are those sorts of shadowy figures probably do make those decisions very quickly, so a whole episode trying to work out who the man in the shadows was or who his operatives were probably wouldn't have worked either.
