Detective Norris who is working with Bunk this episode was the actual Baltimore City Police Commissioner when this show started production. He got fired for being a political liability to the Mayor so he had some free time to advise the show. The Governor then promoted him to State Police Chief that’s why he is rarely seen in season 2.
