What about Metrol? It has the Melandor river which is apparently huge enough to qualify as "seaside" and it has a canonical line toward Krona Peaks... that is currently ending in Vedykar (ie, in the middle of nowhere, unconnect to the rest of the network). It is easy to assume that the segment Vedykar-Metrol existed before the Mourning and is no longer on the map because of lack of use... So you can have (a) corruption because of the Mourning (b) a lightning rail (c) your idea about a Kundarak shipment still "safe". I can see a recovery scenario for players when they get the intel that the Cyrans decided to ferry a very important cargo to the royal kundarak vault just on the day of the mourning and it might still be recovered... so close to the border after all...

Yeah that sounds good too! I like the idea of safe cart to be recovered. Perhaps also a passenger cart that is in a precarious position with civilians to be saved?
