It used to be that he could bring Olivia because she could hide in a jar and come along. Plus Olivia is pretty good about following rules.
Desire just likes causing problems even though she could have just stayed quiet and hid (since she lives in DD's body). She does whatever she can to cause a ruckus.
Val obviously doesn't work there but really doesn't like leaving DD unwatched.
DD knows that two of them can become small/hide on his person and is aware that Desire is being a heathen, Val is just clingy, and Olivia always gets a pass because shes never caused a problem before.
