My eight week old puppy won’t listen! What should I do?

Zak I have an 9 week old Blue Heeler puppy Winston. Winston knows how to sit, but he is so rough; biting, growling, and snapping that I can't get him to focus on me or the treats. I taught him to fetch just so I could get him focused on the toy I'm throwing, so I can get him away for a second! He is GREAT at fetch! I have bite marks everywhere, even my face cause he lunges. I have been watching your videos, and have tried them, but I get so frustrated cause his bites are not just play biting, they break skin and draw blood. I love my dog and want him to behave and not bite. When I walk to another room he follows and bites my feet or legs. When I set his food down he lunges, I am almost afraid of him when he gets this way. I have tried putting him in another room to let him calm down, but he barks and whines for 15-20 minutes. I don't want to let him out when he is barking or whining cause it would let him know to bark or whine to get what he wants. When he finally settles down, I let him out, play with him and try training again when he is calm, but it takes 2 minutes and he is wound up again! I have got to be doing something wrong, and I don't want to be afraid of him. My youngest daughter (12) won't even play with him anymore. I have had experience training puppies, I have had two Sheltie pups over my life time and I didn't have any problems training them. What can I do? Please help! Update: I started over in training after watching your first few videos. And what do you know...it's working. Before I didn't have a harness on him or leash cause we are in the house. I put a harness on him and it was night and day difference! He wasn't wild and just a little play biting. I worked with "sit" and "look at me". He know and loves tug of war, but he wouldn't play. He just wanted to lay in my lap or beside me and chew on his rope toy. I am so thankful to you for your videos and I'm going to buy your book, crate, and leash today. I am a truck driver and drive in the mid-western states and Winston is with me. I do have a problem with Winston sitting under or next to me driver seat by the door, which could be dangerous for him (it is an air-ride seat, it moves up and down with the bumps and motions of the truck and if I open the door and he is there, he falls out of the truck. It is scary for me, I don't want him to get hurt. Do you have any suggestions?
