Councilors – exceptionally gifted shapers of poisonous magic – act as the mouths of their communes in this regard. Not necessarily can they be considered rulers or leaders but a councilor’s advice is highly valued among their peers nevertheless. It is when multiple carpet cities meet and their representatives gather in one place, they pass their wisest resolutions. Such a get-together, however, is a rare event as the lands the gloomcloaks roam stretch far and reunions are practically never arranged on purpose.
