for whatever reason unlike literally every other MS ability like. amaterasu, tsukuyomi, kotoamatsukami, etc, the susanoo does not require you to have the MS activated in order to use it. itachi tells sasuke when someone has unlocked the ms in both eyes a third jutsu manifests itself, that being the susanoo. he then uses it without even having his base sharingan activated. also tobirama tells sasuke when an uchiha loses someone special the brain releases a potent chakra that manifests as the sharingan, so while he no longer has his eyes, he still has access to the chakra his brain released when his brother died. as goofy as it is this is the only explanation for one of the biggest asspulls of the entire show
