In this universe, the United States has control over all the WMD's except superheroes and having the ability to kill sups is a way the government can control sups. The government also had no real way of testing viruses on sups unless they had an inside source at Vought doing that research.

With Cate having essentially Professor X's powers, and Andre having Magneto's powers, but seemingly with flipped motivations. Also describing Shetty as like Magneto, when Magneto was all about mutant supremacy, and Shetty is on the complete opposite side. Shetty and Butcher are a match made in heaven, but who they set the protagonists up as in Gen V as opposed to the Boys has us thinking she's the bad guy, but Butcher is the good guy (though I guess more anti-hero).
