They're very small boats that are about 50% diesel engine, they sit low in the water with big padded sides and drive around pulling larger ships to adjust their position. A full sized cargo/tanker is gonna have a tough time doing tight maneuvers so having them around helps do stuff like aligning them just right with port equipment and stuff like that.
