Keep in mind that this was likely during the early years of the Order; after they'd established themselves but while they were still stabilizing what the first Grand Warden had accomplished. They may not have had a guiding council yet at the time, just the Grand Warden; which would in turn mean that any sort of a council would have been assembled as a direct result of these events

I see the problem fairly easy to fix. They should have had leading skills to begin with to be granted such high position in the Order and any rider and a dragon could be demoted by the Order council.

That's quite unbelivable consequences of a her dragon lover doesn't want to be a sire of other dragonesses (hatchlings). Even if they didn't treat their responsibilities seriously enough the Order must have had some form of a council that decides what to do. So there is no one person making decisions, they would have been demoted by other officers in the council as pair unfitted to lead or more experienced ones would have had a serious talk with them. I just don't buy there are no other officers to keep things going. I have a feeling the pair will be caught tied by knot and someone would "demote" them by force, judging how other couples ended up.

So their rise through the ranks was so fast that they never developed a sense of responsibility towards the Order, or an understanding of what it means to be leader. Overachieving indeed, with dire consequences for everyone involved. That said, it seems like a simple fix. Rather than a commandment, simply instate that a Dragon/Rider pair cannot be chosen for Grand Warden if they are lovers. Or add a time requirement to the promotions so that no matter how adept and skilled a pair are, they gain the experience necessary to be responsible leaders. More and more the Third Commandment sounds like a severe overreaction to a problem that has multiple solutions.
